The IBM Special Needs Information Referral Center serves to help health
care leaders, agency directors, policy makers, employers, educators,
public officials and individuals learn how technology can improve the
quality of life for persons with disabilities in the school, home and
workplace.
The Center responds to requests for information on how computers can
help people with impairments affecting vision, hearing, speech, learning
and mobility. While the Center is not able to diagnose a condition or
prescribe an assistive device or software, the Center does provide
information on what is available and where one may go for more details.
The Center's toll-free 800 number is available 24 hours a day to provide

HOW TO USE THIS GUIDE

This guide presents information about some of the technology and
services that are available to help persons with disabilities. Some of
the information deals with devices that may be attached to IBM computers
to allow a disabled individual to lead a more independent and productive
life.
This guide is organized in four sections:
INTRODUCTION
This section provides a general overview of the disability, including a
discussion of how computer technology can improve the employability and
quality of life of persons with disabilities.
TECHNOLOGY
This section lists products which may be used with IBM Personal
Computers and the IBM Personal System/2 family of products to adapt the
technology for persons with disabilities.
SUPPORT GROUPS
National agencies, associations and support groups available to persons
with disabilities are listed in another guide, "Technology for Persons
with Disabilities - an Introduction." Local, state and regional groups
are listed in another guide, "Support Organizations." Both of these
guides may be ordered from the Center.

INTRODUCTION

According to a survey by the National Center for Health Statistics, 1.4
MILLION AMERICANS have a severe visual impairment (defined as being
unable to read ordinary newsprint); half of this group are registered as
legally blind. Many of these individuals benefit from using computers,
but still more could be helped.
The IBM PS/2 and PC families of computers are valuable tools with uses
in many different environments - education, business, recreation and
daily living tasks. With continuing technological improvements in the
microcomputer industry, the number of current and potential users is
rapidly increasing to include people who are visually impaired. Special
adaptive hardware and software makes it possible.
HOW COMPUTERS HELP PERSONS WHO HAVE VISUAL IMPAIRMENTS
For persons with low vision, reading a standard computer screen or
printed page usually presents an obstacle. The following adaptations
for ENLARGED OUTPUT (magnification) may help: magnification lenses for
standard displays; larger characters on standard displays; alternative
displays with better or different resolution and color; display devices
or projectors; and for printed output, larger characters and more
readable fonts.
Audio output or computerized voice lets a blind user read by hearing the
information on the computer screen. SCREEN READING software with SPEECH
SYNTHESIZER devices help the user navigate the screen to hear what
others see.
BRAILLE is an output alternative for people who are blind. Two types of
braille devices are braille printers that produce embossed paper output
and paperless tactile displays that use retractable pins to form braille
characters. Software programs perform the necessary translations to
braille files used by the braille devices.
INPUT ADAPTATIONS are also used by the visually impaired to improve
accuracy and efficiency during data entry. The most frequently used
device is the keyboard. Modifications include home key indicators
(dimples/dots or felt appliques) and key replacements (larger, more
unique) for the often-used keys. Also, the SPEECH SYNTHESIZER allows
audio output during data entry - providing immediate feedback as data is
entered by the user unable to verify visually.

Another technology with significant advancements in price/performance is
OPTICAL READER AND CHARACTER RECOGNITION SOFTWARE. Printed information
is presented through the combination of scanned character recognition to
obtain the information in a computer form (machine-readable) with
alternate output (braille or synthetic speech) to read the data. There
are many products for the IBM PS/2 that address productivity and
usability for all users. A helpful tool for people with vision
impairments is the MODEM - and the software that allows, through
telephone lines, the exchange of machine-readable information, to access
data banks of information and electronic bulletin boards.
Other uses for telecommunication technology are found in daily living
activities. Computerized directory look-up and dialing simplify
telephone usage; and mailing, banking and shopping may be done at home.
Helpful products for keyboard entry include: abbreviation
expansion/keyboard macros, spelling checkers and online thesauruses.
Online machine-readable product documentation is preferred to printed
material. Products developed specifically for this special population
are:
o WORD PROCESSORS with synthesized speech output designed into the
product's operation
o File readers to provide general purpose voice output of
machine-readable files (OTHER AUDIO OUTPUT AIDS)
o Information handlers such as talking phone directories, talking
calculators and general file management products (OTHER AUDIO OUTPUT
AIDS)
o ALTERNATIVES TO PRINTED DOCUMENTATION of hardware and software
manuals, e.g., audio cassette, braille or machine-readable formats
In summary, technology and support are available for many blind and
visually impaired individuals. The challenge remains to increase the
awareness of the benefits that computer technology affords to all who
might use it.

Enlarged Output
Products in this category provide magnification of output to the system
monitor and to the printer.
Available alternatives in the monitor-output area include: a
magnification lens placed in front of the system monitor providing 2-3
times magnification; software programs allowing the user to magnify the
screen output up to 8 times; hardware and software solutions which
provide multiple variations in size of magnification (e.g. 16 times);
reading and viewing techniques (e.g. scrolling); and different system
monitors (e.g. large closed circuit TV).
Large-print, hard-copy support is also available. Multiple fonts and
sizes of characters are available through different software products.
Auxiliary support software products can process other programs'
standard-sized output, providing the desired magnification.

PRODUCT DESCRIPTION: The Automated Viewing Table is a motorized table
that automatically moves source material under the scanning area of a
closed circuit television system. It was designed for the Voyager, an
integrated camera and video display system that enlarges viewing
material 3 to 45 times original size. The table's 14"x14" surface
provides a large area for material; the table may be switched from
automatic to manual, and there is a foot control mechanism.

PRODUCT DESCRIPTION: Beamscope II, a fresnel lens, can more than double
the image on a TV screen. Three models are available to fit three
screen sizes: 12"-15" (enlarging the screen to 25"), 17"-19" (enlarging
the screen to 30"), and 19"-25" (enlarging the screen to 40"). The
first two models have a metal frame and the third has a wood finish.
Florida New Concepts Marketing also manufactures Compu-Lenz, a fresnel
lens with a special glare filter. Compu-Lenz fits the IBM PC and most
other computer monitors.

display adaptors and works with most commercial applications including
Lotus 1-2-3. A range of 25 larger print sizes is available, providing

software such as word processing programs, spreadsheets and programs for
communication with mainframes and networks. The Deluxe Edition of this
product combines high quality text and graphics magnification; it is
interactive: the user sees magnified documents, pictures and animation
while typing.

Screen Reading
Many products provide synthesized speech and, in conjunction with
software, produce audio output of information displayed on a computer
screen. This screen-reading software allows the user to hear what is on
the screen.
Functions are initiated with the standard keyboard or sometimes with an
auxiliary keypad, allowing the user to "navigate" the displayed
information, e.g., find a specific text string, read the previous line,
read the next word or read the current letter.
Programmable functions are sometimes provided to facilitate reading
fixed positions on the screen (such as columnar data and windows of
data, setting margins, placing markers, using dictionaries of
abbreviations and using substitution tables for graphics, punctuation
and other special characters.
Most screen-reading software works with more than one speech
synthesizer. Compatibility varies. Vendors should be consulted to
ascertain configuration requirements and flexibility of synthesizers,

The IBM Screen Reader enables people who are blind or visually impaired
to become computer users through voice communication from the computer.
The blind user hears the words on a computer display, the same words
that a sighted person sees. Applications of this technology have also
been successful for persons with learning disabilities.
Screen Reader provides access to IBM's Personal System/2 family of
computers and selected members of the PC family (IBM PC/XT, IBM
PC/XT-286, IBM PC/AT). Screen Reader can be used in stand-alone,
network or host environments.
By using Screen Reader's separate, 18-key keypad, the user selects those
areas of the display to be spoken. In addition, the user may identify
display areas to be monitored and spoken automatically when changes
occur. Screen Reader supports a range of commercially available
text-to-speech synthesizers.
Screen Reader is effective with a wide range of applications, from
simple word processing to complex spreadsheet activities. Screen Reader

Optical Reader
Products in this category provide for the transfer of printed material
into computer recognizable data. Stand-alone products which include
synthesized speech output capability are grouped here, along with the
optical character recognition add-on products which allow for standard
microcomputer systems to perform normal-use functions with the data.
The components required to transfer this hard-copy data to
machine-readable material are the optical scanner hardware that performs
