PSYCHOLOGIST LOSES HIS LICENSE
The state Board of Psychology has revoked the license of
Sacramento
psychologist Richard Boylan, who specializes in treating survivors of
alleged encounters with space aliens, based on seven counts of gross
negligence involving three patients.
Boylan "abused his role as a therapist when he imposed his
personal
views on the existence of extraterrestrials into the dreams and
memories
of two patients," the psychology board said.
In addition, the Board of Behavioral Science Examiners has
revoked
Boylan's licenses to be a child counselor and clinical social worker.
Boylan is a former president of the Sacramento Valley
Psychological
Association.

Kelly Brothers: Our top story at 6 o'clock: a Sacramento
psychologist has been stripped of all licenses to
practice in California.
Female Announcer: Dr. Richard Boylan was found guilty of gross
negligence and misconduct with patients. As
Channel
3's Tom Duhain reports, Dr. Boylan's
controversial
views on UFOs and aliens played an important
part in
today's actions.
Tom Duhain: Richard Boylan learned today that the State had
revoked his psychologist license, his marriage
family and child counseling license and his
clinical
social worker license. is practice his shut down.
Richard Boylan: Oh, I am not going to accept it. It is based on
ahhh... falsehoods and a... ahhh... we want to
explore every possibility for a reconsideration.
Tom Duhain: Boylan is Past President of the Valley
Psychological
Association and formerly the Mental Health
Director
of Calaveras County. He is also an author who
believes that extraterrestrials have invaded the
earth.
Richard Boylan: A number of my colleagues have felt that
because I
have been willing to look into a cutting edge
field
like extraterrestrial contact with humans that
ahhh... someone in authority was going to land
on me
one of these days, ahhh...
Tom Duhain: He would not discuss the specific findings of the
State Law Court which led to today's actions.
Those
include: - Imposing his views of space aliens
into
the dreams and memories of two patients. - Nude
hot
tubbing with patients. - And bartering nude
massages
in return for psychological therapy.
Thomas O'Connor: The Judge found three individuals were harmed
ahhh...
(State Psychology for seven sets, seven separate reasons
including nude

ahhh...
a trip to Las Vegas, ahhh... and including his
interjecting his own philosophical belief into
the
therapy making that the focus rather than the
patient's
presenting problem.
Tom Duhain: Boylan says the charges are false.
Richard Boylan: We really felt that the evidence that was brought
out at the hearing ahhh.. would move them to lay
aside these complaints, but that did not happen.
Tom Duhain: Boylan's only recourse now is legal action in
Superior Court. In Sacramento, Tom Duhain,
Channel 3
Reports.
Female Announcer: State officials said they closed his practice
because they consider Boylan a danger to other
patients. There are about 13,000 licensed
psychologists in California. On average, about
forty licenses are revoked every year, mostly for
sexual misconduct.

Female Announcer: A Sacramento psychologist lost his license today.
Investigators say Dr.Richard Boylan abused a
patient-psychologist relationship and convinced
patients that they were visited by
extraterrestrials. Mitch Truswell is in the FOX
40
newsroom with details. Mitch, that's not the only
reason he got in trouble. Is it?
Mitch Truswell: No, there actually seven findings that got...
against Dr. Boylan. In one case, he brought
patients
to his home. On two separate... separate
occasions
and engaged in nude hot tubbing. Ahhh... at one
time
Dr. Boylan was President of the Sacramento Valley
Psychological Association, but ahhh... Boylan
won't
be practicing ahhh... psychotherapy anymore. The
Board of Psychology revoked his license based
on two
year investigation of inappropriate behavior.
Some of you may recognize Dr. Richard Boylan. He
appeared in a FOX 40 news story over a year ago
talking about a book he wrote on extraterrestrial
activity. It is UFOs in part that helped bring
about
his revocation today. Tom O'Connor with the
Department of Consumer Affairs Board of
Psychology
says Boylan had seven gross violations including:
Tom O'Connor: He was interjecting his own personal beliefs
about
extraterrestrials into ahhh... actually the
focus of
therapy ahhh... with the one patient. He had
taken
one patient to ahhh... an ET extraterrestrial
convention in Las Vegas and ahhh... she had
stayed
in the same hotel room. He traded therapy for
massages, nude body massage.
Richard Boylan: Obviously, I think that is ahhh... an erroneous
conclusion to come to.
Mitch Truswell: Boylan says he was surprised by the findings
and is
currently exploring his legal options.
Richard Boylan: That did not happen. That would be unprofessional
and I would never do such a thing.
Mitch Truswell: Boylan is interested in extraterrestrial
experiences. His book includes patient accounts
of
UFO experiences. O'Connor says the
investigation of
Boylan has been ongoing for about two years. In
fact, for the last year Boylan was prevented from
treating female patients. He says there is a
lesson
here for those in therapy and those considering
it.
Tom O'Connor: It is consumer beware in psychotherapy for it,
it is
unique and psychotherapy it's really one-on-one
behind a close door and it is protected by strong
bonds, laws of confidentiality.
Mitch Truswell: If you think that a psychiatrist has violated the
law or you have questions about what a
violation is
call the Medical Board of California. The
number is
there on your screen. If the violation involves a
marriage, family, child counselor or a social
worker
contact the Board of Behavioral Science
Examiners.
Now keep in mind that doctors won't be
investigated
unless someone complains about the conduct. In
this
case three patients came forward. Donna.
Donna: Mitch, just to wonder. Just how common is it for
psychologists to lose their licenses?
Mitch Truswell: Actually, I asked. And about forty licenses of
psychologists are revoked every year and in those
cases, about ninety percent of the cases involve
sexual contact between the patient and the
doctor.
