July 4, 1990
When in the course of human events, it becomes necessary for one People to
acknowledge the Ecological Bands which have connected them with another, and to
assume among the Powers of the Earth the united and equal Station to which the
Laws of Nature and of Nature's God entitle them, a decent Respect to the
Opinions of Humankind requires that they should declare the causes which impel
them to the Union.
We hold these truths to be self-evident:
-That all People are evolved equal;
-That they are endowed by their existence with certain undeniable
responsibilities;
-That among these are Respect for All Life forms, Stewardship of the
Biosphere, and the the Pursuit of Joyful and Intelligent Exploration of
the Earth and of the Universe;
-That to secure these Responsibilities, Networks are instituted among People,
deriving their just powers from the Consent of the Users;
-That whenever any form of Government becomes destructive of these Ends, it is
the Right of the People to alter or abolish it, and to institute a new
Alliance, laying its Foundation on such Principles, and organizing its Powers
in such Form, as to them shall seem most likely to affect their Safety,
Happiness, and Freedom to Communicate.
Prudence, indeed, will dictate that Governments long established should not be
changed for light and transient Causes; and accordingly, all Experience hath
shewn that Humankind are more disposed to suffer, while Evils are sufferable,
than to right themselves by abolishing the Forms to which they are accustomed.
But when a long Train of Abuses and Usurpations, pursuing invariably the same
Object, evinces a Design to reduce them under absolute Despotism, it is their
Right, it is their Duty, to throw off such Government, ane to provide new
Guards for their future Security. Such has been the patient suffering of the
People of Earth; and such is now the Necessity which constrains them to alter
their former systems of Government.
The History of present Political Leaders and Corporate Executives is a History
of repeated Injuries and Usurpations, all having in direct Object the
Establishment of absolute Tyranny over the Earth. To prove this, let Facts be
submitted to a candid World.
They have refused to Assent to Laws, the most wholesome and necessary for the
public Good, and have engaged in elaborate Cover-ups to hide the gruesome Truth
of their own Criminality.
They have forbidden their Governors from passing of laws of immediate and
pressing Importance, unless suspended in their Operation till their Assent
should be obtained; and when so suspended, they have utterly neglected to
attend to them.
They have refused to pass other Laws for the Accommodation of large Districts
of People, unless those People would relinquish the Right of Representation in
the Legislature, a Right inestimable to them, and formidable of Tyrants only.
They have called together Legislative Bodies with purposes inappropriate for
the wellbeing of populations affected.
They have dissolved Representative Houses of the People repeatedly for firm
Objection to Invasions on the Rights of the People.
They have refused after such Dissolutions, to allow others to be elected, and
have left populations vulnerable to all Forms of Bigotry and Ignorant suffering
from within and Dangers of Invasion from without.
They have endeavored to prevent the Population of all States; for that Purpose
obstructing the Laws for Naturalization of Foreigners; refusing to pass others
to encourage their Migrations hither, and raising the Conditions of new
Appropriations of Lands.
They have obstructed the Administration of Justice, by refusing to Assent to
Laws for establishing Judiciary Powers.
They have made Judges dependent upon the will of Heads of State, and sent
hither swarms of Officers to harass the People, and stifle the Will of the
People.
They have kept among us, in Times of Peace, Standing Armies, without the
consent of our legislatures.
They have affected to render the Military independent of, and superior to, the
Civil Power.
They have combined with others to subject us to a Jurisdiction foreign to our
Constitution, and unacknowledged by our Laws; giving Assent to Acts of
pretended Legislation:
For quartering large Bodies of Armed Troops among us:
For protecting them, by mock Trial, from Punishment for any Murders which they
should commit on the inhabitants of any Nation:
For cutting off our Trade for Protectionist reasons and for imposing
unreasonable import and export taxes:
For imposing Taxes on us without our consent:
For depriving us, in many Cases, of the Benefits of Trial by Jury:
For transporting us beyond Seas to be tried to pretended Offenses:
For abolishing free Systems of Laws in various Nations, establishing therein
arbitrary Governments, enlarging territorial boundaries, so as to render them
at once an Example and fit instrument for introducing absolute totalitarian
Rule into these Countries:
For ignoring our admonishments toward restoration of the ecological integrity
and social equilibrium of the Earth:
They have abdicated Government across the Globe, by declaring us out of their
Protection and waging War before attempting negotiated Peace.
They have plundered and polluted our Seas, ravaged our Coasts with all manner
of Filth; burnt, bulldozed, wasted, our Forests, leaving but little pristine
Wilderness as precious Heritage for our children; fouled the air that we
breath, and ignored our pleas for development of clean energy Alternatives,
concentrating instead on the Economic stability of Corporate Profit. They have
placed the size of National Coffers over and above the Health of the People and
the Genetic Diversity of the Biosphere, neglecting to acknowledge that these
are intertwined and interrelated.
On any given date, they transport large Armies of Foreign Mercenaries to
complete the works of Death, Desolation, Cruelty and Perfidy, scarcely
paralleled in the most barbarous Ages, and totally unworthy of the Heads of
civilized Nations.
They have constrained our fellow Citizens to bear arms against eachother, to
become the Executioners of their Friends and Brethren, or to fall themselves by
their Hands.
They have excited domestic Insurrections amongst us, and have encouraged us to
view our indigenous Hosts as Savages, sanctioning all manner of genocide toward
People living in Harmony with the Earth.
In every stage of these Oppressions we have Petitioned for Redress in the most
humble terms: Our repeated Petitions have been answered only by repeated
Apathy. Presidents, Ministers, CEO's, and Princes whose Characters are thus
marked by every act which may define Tyrants, are unfit to be Rulers of Free
People.
Nor have we been wanting in our Attentions to our Leaders. We have warned them
from Time to Time of Attempts by their Legislature to extend an unwarrantable
Jurisdiction over us. We have reminded them of the Circumstances of our
Interdependence and the Unique state of our Emergence as the Dominant Species
on Planet Earth, responsible for promotion of Peace amongst ourselves and
continued preservation of the Diversity of the other Life Forms with which we
share the Finite resources of Earth. We have appealed to their native Justice
and Magnanimity, and we have conjured them by uhe Ties of our common Kindred to
disavow these Usurpations, which would inevitably interrupt our Connections and
Correspondence. They too have been deaf to the Voice of Justice and
Consanguinity. We must, therefore, acquiesce in the Necessity which denounces
our Separation and hold them, as we hold all Humankind, Responsible for their
Actions, Obligated to Commit to a concerted and holistic Effort to join Forces
with All People on the Earth to heal the wounds we have inflicted upon
Eachother and upon the Eovironment.
We, Therefore, the Representatives of The UNITED CITIZENS OF PLANET EARTH, in
General Congress, Assembled, appealing to the Supreme Judge of the World of the
Rectitude of our Intentions, do, in the Name, and by the Authority of the good
People of this Earth, solemnly Publish and Declare:
That these Nations are, and of Right ought to be, United as One World;
That they are absolved from all Allegiance to any one regional Government or
Crown, and
That all political and ideological confmicts will be considered as Global
matters of concern and settled accordingly; and
That as United and Interdependent States, they have full power to abolish war
for all Time, to communicate openly, to establish Commerce, and to do all other
Acts and Things which must be done to restore the Peace and Ecological
Integrity of the Earth.
And for the support of this declaration, with a firm Reliance on the
Protection of Divine Providence alive and well within the Hearts and Minds of
all People, we mutually pledge to eachother our lives, our Fortunes, and our
sacred Honor.
